M+E-Solution Decent Work for Just Transition

Gegenstand der Ausschreibung

An IT-based monitoring solution of the Special Initiative is the subject-matter of this tender. It is supposed to technically support the reporting process and enable the management and aggregation of results on the standardized KPIs of the SI in a software-as-a- service (SaaS) system. While the objectives and indicators of most programs of the SI do refer to at least some of these KPIs, formulations do vary, and their measurement does not automatically lead to directly summable results. The SI is therefore applying a harmonized overarching monitoring system using the five KPIs, which are currently monitored through the interconnected IT solutions of the SI. In addition to the KPIs, all programs of the SI need to report on their individual results-based monitoring (RbM) indicators that are reflected in their respective results matrices. Monitoring systems and processes for data collection and analysis, which are the responsibility of each program and implementing organization, are of diverse nature and vary from program to program. Additionally, as the programs were commissioned at different points in time, they are in different stages of implementation and have differing annual reporting deadlines. While a joint platform for monitoring is currently in use, many programs manage their data in XLSX files, while one KPI as well as the other indicator data is managed though the company and project database of the SI. To support the reporting on all levels and to allow for an interoperable IT infrastructure of the SI, the IT solution needs to reflect these respective needs. The planned procurement of the IT-based monitoring solution for the SI entails the following components: Provision and multi-level support, first configuration and customizing, change requests, training and monitoring and evaluation (M&E) consultancy, as well as migration assistance to and from the IT solution.
