Digitalisation of the BEPS Assessment Tool (B.A.T)

Gegenstand der Ausschreibung

The expansion of the B.A.T. implementation to additional countries in the future is a key
objective. To achieve this, it is vital to ensure that relevant information about the tool is readily
accessible to interested parties, including partner countries and development partners.
Currently, there is a lack of publicly available information on the B.A.T. and knowledge about
it is primarily spread through word of mouth. Interested parties are required to contact the
relevant individuals at client to obtain more information about B.A.T. Assessments. Therefore,
the first objective of the assignment is to develop a visually appealing and user- friendly
website that presents the B.A.T. tool and provides interested parties with comprehensive information on the assessment process.
The second objective of the assignment is to enhance the user friendliness of the tool
through digitalisation. Currently, the tool consists of a questionnaire with over 340 questions
listed in a 143 pages long word document. By digitalising the questionnaire, hence allowing for
example automatic skipping of questions that are not applicable in a specific case, the process
of completing the assessment will become more convenient and efficient. The digitalised tool
shall be embedded in the B.A.T. website
Furthermore, the current pool of personnel equipped to conduct a B.A.T. assessment is rather
limited. To ensure that the availability of assessors does not become a bottleneck for future
assessments, the third objective of the assignment is to develop a training course for
B.A.T. assessors to increase the pool of qualified assessors.
